Toner chip included?

Ever read a description that states "Chip Included, W/Chip". Why is this appearing?

As a cost measure, some toners are sold without chips. Encouraging you to use the chip from your original cartridge. You have to remove the chip from the original cartridge and install in the competitive replacement. If you are confident you Save Money.  But what if you are Not?
